an interesting perspective from the US:
*Open Source Licensing: Risk and Opportunity*
This two-part article about open source software looks at software licenses, risks related to intellectual property and governance. In part one, author Ignacio Guerrero, IT consultant and former software director at Intergraph and Rolta, examines software licenses and their impact and risk to intellectual property. Part two will look at the elements of open source governance and risk management, and will be published in mid August.

New Remote Sensing Data Policy in India

From HUNAGI daily mail. Dr. Claudio Artusio wrote for LAPSI members earlier today:

"I forward you the following news from India (a special thanks to Roger Longhorn for having provided the information):
The Government of India has unveiled a new remote sensing data policy which allows all data of resolutions up to 1 meter to be distributed on a non-discriminatory basis and on "as requested basis".
The Remote Sensing Data Policy 2011 (RSDP 2011) replaces a 2001 policy which allowed all data of resolutions up to 5.8 metres to be distributed on non-discriminatory and âas requestedâ basis.
The RSDP 2011, apart from opening up the remote sensing sector, will remove certain restrictions to facilitate more users to access high resolution data for developmental activities.
The RSDP however with a view to protect national security interests states that all data of better than 1 meter resolution shall be screened and cleared by the appropriate agency prior to distribution.
The policy adds that government users namely, ministries, departments, public sector, autonomous bodies, government research and development institutions, government educational, academic institutions, can obtain the data without any further clearance.
But private sector agencies which support developmental activities will need the recommendation at least by one government agency.
[...]
The RSDP-2011 comes into effect immediately, and may be reviewed from time-to-time-by the government.

Performance-like presentation of Katleen Janssen and Bastiaan van Loenen at the INSPIRE 2011 Conference in Edinburgh

Dr.Katleen Janssen and Dr. Bastiaan van Loenen, presenters of the
performance on Licensing. Image: HUNAGI, 2011.
The presentation emphasized the roles of licenses
based on a dramatized performance played by an expert guide and a lay Dutch tourist. The story  developed from the question how to produce value added product merging information gained simultaneously from existing official Ordnance Survey map, from open source data using openstreetmap product, and from a snapshot which was taken by a private person.  To offer feasible common global licensing policy, different existing models used worldwide will be surveyed and evaluated by the GSDI Legal & Socioecon Committee, where experts are welcomed from any part of the world.

About the LAPSI project

LAPSI is a project in the FP7 program of the European Union.
Legal Aspects of the Public Sector Information and Re-use.
Timespan: 30 months. Participants: 20 institutions and organistions. Coordinator: University of Torino.
Kick-off Meeting: Torino, 26-28 March, 2010

Role of HUNAGI in the LAPSI Project

HUNAGI contribution is related mainly to the Geographic Information which are produced, maintained and used in land management, including surveying, mapping, cadastre and land registration, remote sensing and serviced by relevant spatial data infrastructures. From a national economic point of view, the uniform land registration system operating in Hungary is one of the most important databases of the country. This system allows to obtain over the time updated legal and geometric data, as well as other information (e.g. on ownership, land uses, mortgages, etc.). The cadastral maps integrated into the uniform land registration system show spatial relations and references of rights, facts and other information appearing on the property sheets, serving as a basis of engineering planning for the national economy. The national spatial data infrastructure can be built on this uniform, authorized and public land registration system, in small partial modules, following the EU INSPIRE Directive. HUNAGI will participate to all Working Groups and actively take part to Working Groups 01, 03 and 04. It also makes its facilities available to host one of the thematic network seminars or conferences.
